Country report on health worker migration and mobility in Germany

In this report, we describe the health workforce and health system in Germany, the German
recruitment of foreign health workers and their migration patterns, and the resulting brain drain
of health workers in source countries. We also provide recommendations for a more sustainable
answer to the German care crisis. For example, we think that the German government should make the nursing profession more attractive and adapt the legal framework of the self-governed German health system to better defend the interests of the nurses.

In addition, the European Union should grant the authority needed to regulate and intervene in activities of cross-border health worker recruitment to the Directorate-General for Health and Food Safety or another appropriate Directorate.

The report was written by an independent German consultant: Heino Güldemann, MPH.
